要旨

std::move() is applied to a const argument.

A const object cannot be modified, while move semantics entails invalidating (and thus modifying) the moved-from object. Even if the author is deliberately applying std::move() to a const argument with full understanding of the outcome, the resulting code can be confusing for human readers.
